The Thriving Financial Data Center in the Fintech Era
The evolution of financial data centers mirrors the development of information technology within China's financial sector, both emerging from nothing to something, growing from weakness to strength, and gradually forging a path tailored to national conditions. Changes in financial operations and advancements in ICT technologies have driven the continuous evolution of financial data centers. Just as mobile communication technology progressed from 1G to 5G, financial data centers have evolved from regional server rooms to centralized data hubs, then to dual-site triple-center configurations, and in recent years have advanced to multi-site, multi-active cloud-based data centers.
Taking banks within the financial sector as an example, banking services have evolved from counter banking to electronic banking, mobile banking, and digital banking. In the digital banking phase, banks fully leverage digital technologies such as artificial intelligence, the Internet of Things, big data, cloud computing, and 5G to serve the rapid development of the real economy. Banking systems have also entered a new era of comprehensive cloudification, distributed architecture, and cloud-native design, imposing entirely new requirements on the construction of financial data centers.
In 2022, the People's Bank of China issued the “Financial Technology Development Plan (2022-2025)”, outlining guiding principles for fintech development in the new era. It clarifies the overall approach, development goals, key tasks, and implementation safeguards for financial digital transformation. The Plan proposes “building new digital infrastructure,” with a key focus on “developing green, highly available data centers.” Concurrently, with the release of national and industrial policies such as new infrastructure initiatives, dual carbon goals, and East Data West Computing, relevant departments and provinces have intensively introduced PUE requirements for medium-to-large data centers. Data center PUE has comprehensively entered the 1.3 era, and financial data centers are now fully embracing green and low-carbon requirements.
